  An old problem is getting new attention in the United States—bullying. Recent cases included the tragic case of a 15 year old girl whose family moved from Ireland. She hanged herself in Massachusetts following months of bullying. Her parents criticized her school for failing to protect her. Officials have brought criminal charges against several teenagers.

  Judy Kuczynski is president of an anti-bullying group called Bully Police USA. Her daughter Tina was also the victim of severe bullying starting in middle school in the state of Minnesota. She said,“Our daughter was a very outgoing child. She was involved in all kinds of things and had lots of friends. And over a period of time her grades fell completely. She started having health issues. She couldn't sleep. She wasn't eating. She had terrible stomach pains. Didn't want to go to school.”

  Bullying is defined as negative behavior repeated over time against the same person. It can involve physical violence, or it can be verbal—for example, insults or threats. Spreading lies about someone or excluding a person from a group is known as social or relational bullying.

  And now there is cyberbullying, which uses the Internet, e-mail or text messages. It has easy appeal for the bully because it does not involve face-to-face contact and it can be done at any time.

  The first serious research studies into bullying were done in Norway in the late 1970s. The latest government study in the United States was released last year. It found that about one-third of students age twelve to eighteen were bullied at school.

  Susan Swearer is a psychologist at the University of Nebraska-Lincoln and co-director of the Bullying Research Network. She says schools should treat bullying as a mental health problem to get bullies and victims the help they need. She says bullying is connected to depression, anxiety and anti-social behavior and bullies are often victims themselves.

  The need to feed a growing population is putting much pressure on the world's supply of water. With 97% of the world's water too salty to be drunk or used in agriculture, the worldwide supply of water needs careful management, especially in agriculture. Although the idea of a water shortage(短缺)seems strange to someone fortunate enough to live in a high rainfall country, many of the world's agricultural industries experience constant water shortages.

  Although dams can be built to store water for agricultural use in dry areas and dry seasons, the costs of water redistribution(重新分配)are very high. Not only is there the cost of the engineering itself, but there is also an environmental cost to be considered. Where valleys(山谷)are flooded to create dams, houses are lost and wildlife homes destroyed. Besides, water may flow easily through pipes to fields, but it cannot be transported from one side of the world to the other. Each country must therefore rely on the management of its own water to supply its farming requirements.

  This is particularly troubling for countries with agricultural industries in areas dependent on irrigation (灌溉). In Texas, farmers' overuse of irrigation water has resulted in a 25% reduction of the water stores. In the Central Valley area of southwestern USA, a huge water engineering project provided water for farming in dry valleys, but much of the water use has been poorly managed.

  Saudi Arabia's attempts to grow wheat in desert areas have seen the pumping of huge quantities of irrigation water from underground reserves. Because there is no rainfall in these areas, such reserves can only decrease, and it is believed that fifty years of pumping will see them run dry.
