為更真實地了解恭城橙農(nóng)的生活、生產(chǎn)、收入、負(fù)擔(dān)情況,橙類種植大戶、橙農(nóng)的思想觀念,對市場信息來源的渠道和把握情況以及對市場采取的態(tài)度等,切實解決目前農(nóng)村橙類水果經(jīng)濟改革、發(fā)展中出現(xiàn)的熱點難點問題,保持全縣農(nóng)村社會經(jīng)濟持續(xù)穩(wěn)定發(fā)展,根據(jù)縣委、縣政府的布置,由縣政府、縣水果流通辦、縣水果中心、縣農(nóng)業(yè)局組成聯(lián)合調(diào)查組,自XX年4月13日至4月19日,歷時一周,進行了全縣農(nóng)村橙類水果經(jīng)濟問卷抽樣調(diào)查,之后又進行了1天的審查、匯總和分析。本次調(diào)查的調(diào)查對象是恭城縣比較典型的橙類種植大戶、銷售大戶和部分在銷售過程中非常有代表性的橙類果農(nóng),這些調(diào)查點分布在全縣40個行政村,這些種植大戶、銷售大戶和橙農(nóng)對了解全縣的橙類水果種植和銷售具有充分的代表性,F(xiàn)將調(diào)查情況報告如下:
一、恭城橙類生產(chǎn)及銷售的基本情況和存在的問題
橙類是我縣較早引進的水果品種之一,經(jīng)歷了多年的積累,特別是上世紀(jì)80年代以來,橙類的價格一直較高,所以橙類的種植面積擴展的很快。恭城現(xiàn)有橙類種植面積約6、29萬畝,主要品種有新會橙、紅江橙。由于恭城特殊的地理和氣候環(huán)境,恭城橙類在糖度,色澤,口感和外形方面,都比其他產(chǎn)區(qū)的橙類要好。但是由于各方面原因,去年橙子卻普遍存在以下問題:一是個頭、色澤、外形等方面都不夠好;二是其他各種類型的水果同時上市,因此失去搶占市場的先機,受其他產(chǎn)區(qū)臍橙和夏橙的沖擊很大,在銷售量和價格方面都沒有優(yōu)勢;三是恭城橙類種植的品種過于老化。
二、根據(jù)調(diào)查,恭城橙類生產(chǎn)和銷售顯現(xiàn)以下特點:
第一、生產(chǎn)不規(guī)范,農(nóng)藥殘留量大,銷售量太少。
目前橙類生產(chǎn)大多是以戶為單位的分散栽培方式,真正集中成片實行統(tǒng)一管理的大型現(xiàn)代化果園極少。由于這種分散的經(jīng)營模式,導(dǎo)致大部分農(nóng)民只追求產(chǎn)量,不在乎質(zhì)量。果農(nóng)大量使用高濃度的農(nóng)藥和化肥,使得橙類農(nóng)藥殘留嚴(yán)重超標(biāo),農(nóng)藥殘留高低是衡量橙類品質(zhì)好壞的.重要因素,也是限制橙類銷售的最主要障礙;同時,由于這種粗放的經(jīng)營模式,使得果農(nóng)在化肥使用、病蟲害防治、優(yōu)種優(yōu)育方面的知識嚴(yán)重匱乏,從而導(dǎo)致產(chǎn)出的橙子大小不一、色澤不均、果型丑,這些也嚴(yán)重地制約了橙子的出口以及外運銷售。到目前為止,去年全縣才銷售各類橙子14000余噸,只占恭城橙子產(chǎn)量的23、3%。
第二、缺乏自己的品牌。
俗話說“好酒還要會吆喝”,即使是優(yōu)質(zhì)的品種,如果沒有叫得響的品牌,在魚龍混雜的橙子大雜院里,一樣可能被淹沒。沒有形成自己獨有的品牌,放在同一個攤檔上,一般消費者都只會感性地從價格、形狀上去決定是否購買,很少有消費者能夠分清品質(zhì)的優(yōu)劣。由于恭城特殊的地理和氣候環(huán)境,恭城橙子在糖度,口感方面,都比其他產(chǎn)區(qū)的橙子要好,在市場上受到消費者的歡迎。目前市場上恭城橙子都是以“恭城橙子”牌子來銷售,這個牌子不僅大而統(tǒng),而且被盜用和假冒的情況十分嚴(yán)重,導(dǎo)致市場上恭城橙類品質(zhì)參差不齊,魚龍混雜,大大地降低了恭城橙子的聲譽。
第三、需求彈性太小,而產(chǎn)量過大,市場難以承受供給大幅度的增長。
和其他農(nóng)產(chǎn)品一樣,橙子同樣面臨需求彈性太小的問題。由于需求對價格極度不敏感,因此,一旦產(chǎn)量有所增長,橙子即要以價格更大幅度的下跌來刺激市場擴大需求。所以農(nóng)產(chǎn)品經(jīng)常是豐產(chǎn)不豐收。今年的橙子價格低迷很大程度上也是由于這一因素造成的。今年恭城縣橙子產(chǎn)量為6、72萬噸,創(chuàng)歷史最高水平。不僅如此,全國其他產(chǎn)區(qū)的橙子和水果產(chǎn)量以大幅增長。供給的大幅增長,導(dǎo)致了恭城橙子價格在全國范圍內(nèi)的更大幅度的下跌。恭城主要生產(chǎn)的2個橙子品種新會橙、紅江橙今年的價格都很低。
第四、橙類商品化處理不夠,而且加工技術(shù)不過關(guān),缺乏大型的龍頭企業(yè)。
